Recognition of Professional Qualifications for Doctors
If you completed your medical studies at a European university, your degree as a doctor will be recognized in Germany. You will not need a temporary license to practice medicine and can immediately apply for a full medical license (Approbation).
If you obtained your medical degree outside of Europe, in a so-called third country, additional steps are required for your qualifications to be recognized. This includes obtaining a temporary license to practice and eventually receiving full licensing, enabling you to work without restriction as a doctor in Germany and other European countries.
1. Visa for the recognition of foreign professional qualifications
The visa for the recognition of foreign professional qualifications allows foreign doctors to come to Germany to apply for recognition of their medical education and to complete any necessary adaptation measures. This visa is generally issued for 18 months and requires a personal application at a German embassy or consulate in your home country. Language proficiency, a preliminary decision from the recognition office, and a possible observership placement can significantly improve the chances of obtaining this visa.

2. C1 Medical Language Test (Fachsprachenprüfung C1 Medizin)
The Medical Language Proficiency Exam C1 is an important milestone for foreign doctors seeking a professional license to practice in Germany, and we’re here to support you! This exam tests specific language skills required in medical settings, including patient interactions, communication with colleagues, and the written documentation of medical information. Solid preparation and mastering medical terminology are essential, as passing this exam is often a prerequisite for obtaining a work permit. Various institutions offer this exam for a fee, which varies by location and provider.

2.1 Patient Communication Test (Patientenkommunikationstest)
In certain German states, the Patient Communication Test is a core component of the recognition process for foreign doctors. This test assesses their ability to convey medical information in a clear and empathetic manner to patients. The test includes simulated doctor-patient conversations that require both technical accuracy and empathetic communication. Examination requirements and costs vary by region, and targeted preparation can significantly improve your chances of success.

3. Internship (Hospitation)
An observership provides foreign doctors with the opportunity to gain practical insights into the daily work of German hospitals and to familiarize themselves with medical procedures and terminology. Observerships can greatly improve the chances of obtaining a visa and later securing a job but usually require good language skills and advance registrations. Observerships are typically unpaid and require prior accommodation arrangements but offer valuable networking opportunities within the German healthcare system.

4. Knowledge Test (Kenntnisprüfung)
The Equivalency Exam is an essential step in the recognition process for doctors trained outside the EU who wish to work in Germany. This exam tests the equivalency of acquired medical knowledge and is a key requirement for full licensing. The examination includes both written and practical components that assess medical expertise and clinical skills. Intensive preparation, often through specialized courses, increases the chances of success in this demanding step.

5. Temporary Medical Licence (Berufserlaubnis)
A temporary license allows foreign doctors who have passed the Medical Language Proficiency Exam C1 to work in a specific German state. This license often applies to a particular hospital and offers the opportunity to gain practical experience and earn appropriate compensation. The temporary license can be extended and serves as a transitional solution while pursuing full licensing. If you move to a different state, a new application is necessary, considering specific regional requirements.

6. Licensure (Approbation)
The Approbation is the formal and unrestricted authorization to work as a doctor in Germany. Applying for this license requires various documents, including language certificates, medical diplomas, and a certificate of good conduct. Applications are submitted to the relevant state authorities and can take several months to process. Different fees may apply depending on the state. Under certain conditions, a temporary license can be granted during the waiting period, allowing you to gain initial work experience in Germany. If you completed your medical studies at a European university, your degree as a doctor will be recognized in Germany, meaning you do not need a temporary license and can immediately apply for the Approbation.
